WACO participated in a joint venture, which is called Thu Duc Water BOO Corp., to invest in the Thu Duc BOO Water Treatment Plant with a capacity of 300,000 m3/day. The joint venture comprised six shareholders, including WACO, Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII), Construction Corporation No. 1, HCMC Investment Fund for Urban Development (HIFU), Refrigeration Electrical Engineering Corp. (REE), and Thu Duc Housing Development Joint Stock Company. The project was funded totally VND1,600 billion, including VND500 billion from the shareholders and the rest mobilized from loans. Construction items included Hoa An Raw Water Intake Pumping Station of 315,000m3/day, a water treatment plant, a treated water reservoir of 43,500m3, a treated water pumping station of 420,000m3/day, an administration house of 5 ha of land in Thu Duc Dist., a treated water DN900-DN2000 pipeline of 26,000m long, which goes from Thu Duc BOO Water Treatment Plant to the southern part of the city across Saigon River in two D900 pipelines to bring clean water to the water supply system of District 7, Nha Be District, and Hiep Phuoc Industrial Park. Technologies to be applied include flocculation, sedimentation, filtration with underdrains, automatic sludge collection and suction, on-demand automatic regulation of raw water and treated water pumping, datalogging and digital management of pipelines. Estimated implementation period is 28 months. All the water output volume would be bought wholesale by Saigon Water Supply Corporation (SAWACO) at the average price of US$0.16/m3 for the first ten years. This is the first locally-funded BOO investment project of the city. Residents in Districts 2, 7, 9, Thu Duc and Nha Be Districts will have access to this clean water source.

Thu Duc Water BOO Corp. signed a contract with Huyndai-Mobis Company (South Korea) on engineering, procurement and construction of Thu Duc BOO Water Treatment Plant on September 6, 2005.
